Japan is outraged at the damage done to Japanese property in China by three weekends of rioting students (and young Chinese in general). China refuses to apologize or pay compensation. China has to do this, lest it appear to be taking orders from Japan. Behind the scenes, Chinese diplomats are probably doing apologies, but that's hidden from view.
