The group is thought to be involved in many terrorist acts, including the murder of American journalist Daniel Pearl. Pakistan has allowed US agents to investigate, and sometimes arrest, Islamic militants, but has also backed away from a widespread crack down. Pakistani doesn't want to lose American support, nor does it want to anger the Islamic militants so much that the militants would launch attacks on the government.
