North Korea has stalled talks on reopening a road between the north and south. The road is needed to support increased South Korean tourism in the north. There is apparently a dispute among the North Korean leadership over how dangerous it is (to their rule) to open up North Korea for visits by outsiders. The north needs the money, but hard line communists fear news from the outside could bring public unrest. They are probably right.
