After ten years of civil war between Hutu and Tutsi, and over 200,000 killed, the rebels are ready to make peace. But many of the rebel fighters have become marauders who have learned to live off plunder. The young ones know no other life and  and will be difficult to demobilize. Many countries are reluctant to provide troops for African peacekeeping because of the chaos and savagery of the rebels encountered and the ineptness and corruption often found among UN officials.
